Where do I go to replace my mailbox?

Who does the landscaping?
The Villages at Westchester currently contracts with A Cut Above for lawn
care and landscaping services.

Why does the landscaping budget seem high?
Landscaping costs account for most of the association's budget.  The
landscaping budget includes cutting grass, mulching, annual plantings and
trimming or replacing dead stock (trees, shrubs, etc) as well as the lighting and
irrigation systems.  Therefore, the number and size of the common areas
greatly influences the cost. It is common for the association to be responsible
for taking care of the grassed areas along the major roads along which
subdivisions are developed. This sometimes means caring for areas from
twenty to fifty, sometimes even seventy-five feet wide, and several hundred
feet long -- many times the square footage of any individual home owner's lot.
The areas around all entrances to subdivisions are usually the association's
responsibility, as are detention basins, ponds and parks. There are also median
strips in divided roadways, cul-de-sacs with grassed center islands, and
grassed areas along culverts and bridges, all of which are usually cared for by
the association. The total amount of work necessary to properly care for each
subdivision is usually quite a bit more than most people expect -- and therefore,
so is the cost.

What exactly does the VAW Homeowner's Association do, and how
does PSAM fit in?
The Association is responsible for making sure that all “common areas” in the
subdivision are cared for and insured, and that all bills are paid. Common areas
are usually portions of a subdivision, which are not owned by individual lot
owners, and are used for the mutual benefit of everyone – such as entryways
and open spaces. Bills include taxes for land owned by the Association, the
costs of cutting the grass, planting and taking care of other landscaping in
common areas, electric and water bills if there is lighting or irrigation in the
common areas, etc. PSAM stands for Professional Subdivision and Association
Managers, Ltd. PSAM is a privately owned and operated company based in
Grove City, Ohio which has been hired by the Trustees to manage the day to
day affairs of the Homeowners Association.  PSAM hires contractors to
maintain the common areas, pays the bills, and administers the deed restrictions.

Why do we need a property management company?
Most Trustees have full time jobs and are not professional property managers.  
The property management company (PSAM) manages the day to day activities
based on the direction provided by the Trustees.   PSAM has an attorney that
specializes in law regarding real estate and home owner's associations.
